The right to education is one of the inviolable rights for the sustainable development of young people. This right is enshrined in international human rights law, in particular the International Covenant on Social, Economic and Cultural Rights and the Constitution of the Kyrgyz Republic. The right to education includes the obligation of states to provide free and accessible education to all segments of the population. ⠀

According to UNESCO, the COVID-19 pandemic has affected about 1.5 billion students worldwide. The global introduction of quarantine and the closure of educational institutions have made training online. There are about 1 million 268 thousand students in Kyrgyzstan, who were forced to transfer to distance learning in April 2020 due to the first cases of COVID-19 infection in the country.

The Youth Development Institute monitored the educational opportunities of schoolchildren during the quarantine period (distance education). As part of the monitoring, 2,770 individual surveys and 76 individual interviews were conducted among schoolchildren, parents and teachers of general education and private schools. Monitoring coverage - 7 oblasts of the Kyrgyz Republic and the cities of Osh and Bishkek.

Due to the COVID-19 pandemic, distance learning was introduced in schools, for which the Ministry of Education developed several learning formats. The best teachers in the country recorded video lessons, showed them on TV, and provided access to electronic platforms. Each school additionally has Zoom, Classroom, etc. with students. had the opportunity to hold meetings.

This format of teaching assumes wide access to teaching, but does not provide feedback and communication between students and the teacher, so students analyze the topic themselves. Video lessons, despite their versatility, were not available to the majority of respondents, in particular in Jalal-Abad oblast, 23.5%, and in Naryn oblast, 14.3% of people noted the lack of access, which prevents their implementation. n some cases, the need to use mobile phones and / or computers limits students' access to distance learning for a variety of reasons: outdated equipment, lack of funds to pay for Internet services and gadgets, and poor quality Internet and its lack in some places.

During the economic crisis caused by the COVID-19 pandemic, the introduction of quarantine, and the inability to earn money abroad, many families faced financial difficulties in providing their children with the necessary equipment and resources for education. Teachers also noted that some children were forced to work to help families, which prevented them from attending distance learning.

After the introduction of distance education, a significant percentage of schoolchildren in Kyrgyzstan did not have access to the Internet due to various factors, such as lack and / or poor Internet access, lack of television, purchase of gadgets and / or lack of financial resources.
